Federal, provincial, state, local, territorial, Indigenous, tribal: we live in many governments. There are tens of thousands of governments in North America alone, and each has its own systems, digital and otherwise — almost all of them built or procured independently, with very little sharing of digital services across those jurisdictional boundaries. Why is that? What can we do to change that? And what would be the benefits, pitfalls, and barriers to doing so?
