David Eaves (he/him)

David Eaves is Co-Deputy Director and Associate Professor in Digital Government at the UCL Institute for Innovation and Public Purpose (IIPP).

David teaches and writes on digital era public administration, digital transformation and the governance of digital public infrastructure. David co-founded Teaching Public Service in a Digital Age (teachingpublicservice.digita) whose materials are used by hundreds of faculty members in over 60 universities across 30 countries to teach digital era competencies to public officials. 

His work on digital public infrastructure - including establishing the digital public infrastructure map (dpimap.org) - is used by researchers, donors, investment banks and countries around the world. 

David’s expertises are sought out by numerous governments. In 2024 he was appointed by the UK Ministry of the Department for Science, Innovation and Technology to a 12 person expert advisory committee to help advise on a 10 year digital strategy for the UK government.  In 2025 he was asked to sit on the South African presidency's digital advisory committee. David also sits on the investment committee for Co-Develop (codevelop.fund). 

David also co-founded and served as CEO of Recollect.net - a civic tech company that grew to serve over 400 municipal governments across North America and the UK.
