Catherine Desgagnés-Belzil is Quebec’s Chief Digital Officer. As the head of Quebec’s Digital Center of Excellence, Catherine’s mandate is to accelerate and facilitate the government’s digital transformation by fostering collaborative efforts, information sharing, partnerships and concerted actions throughout Quebec’s public sector.
Holding of a bachelor’s degree in business computing from Quebec’s Laval University, Catherine has managed to stand-out throughout her career in the field of information technology by her dynamism and determination.
Catherine joined Quebec’s public sector in 2001 and since then, her career has been rich of various professional experiences and marked in particular by an important implication in the field of information technology governance. She has been active for several years in structuring activities such as implementing effective enterprise architecture strategies, establishing project offices, developing organizational transformation strategies and providing strategic advice to senior management. Additionally, Catherine has implemented and managed major business solutions, some of which play a key role in providing public services to Quebec’s citizens.
Her two year stint as Vice-president of Business Solutions at Quebec’s Shared Services showed how great her interest in the digital transformation of the public sector is, and led to her appointment as Quebec’s Chief Digital Officer.
