Celio Oliveira (He / him)

Chief Data Officer, Ministry of Finance

Celio Oliveira is Chief Data Officer at the Department of Finance Canada and a senior public-sector executive working at the intersection of data, AI, governance and institutional transformation. He has led and influenced major initiatives across multiple Government of Canada organizations, teaches AI to executives through the Canada School of Public Service, and regularly contributes as a keynote speaker and expert voice at national and international forums.

He is a Fellow of the Future Government Institute and the Chair of CDAO Canada Public Sector, he also serves on the Editorial Board of CDO Magazine, and has been recognized among the Global Top 100 Innovators in Data, Analytics and AI. He has also been a finalist at the Canadian Data Awards where he serves as a Sponsor in 2026. His work combines executive leadership, hands-on delivery, cross-government influence and international engagement, with a focus on responsible AI, institutional trust, accountability and better public decision-making.

Celio holds a Master of Information in Human-Centred Data Science from the University of Toronto, an MBA, and additional academic and professional credentials spanning data science, AI, management and applied machine learning.
