Étienne Bernard believes that a thriving technology ecosystem is one of the most powerful levers a society has to raise prosperity and quality of life — and he has built his career at the intersection of data, strategy, and public impact.
As Director of Corporate Affairs and Data at Québec Tech, he leads a multidisciplinary team across communications, data, and information technology, dedicated to harnessing and unleashing the power of data and business intelligence to accelerate the growth of Québec's technology ecosystem — from mapping the startup landscape to advancing key advocacy files with partners across the public and private sectors.
A strategic, hands-on leader, he digs deep into complex problems, reads the landscape, and turns analysis into perspectives that help shape the business environment — with a focus on company creation, economic impact, technology adoption, and public policy. His recent work on public procurement addresses a key constraint facing Canadian governments: opening public procurement to innovative technology companies, turning public spending into economic leverage while making government operations more efficient.
Before joining Québec Tech, Étienne worked as a management consultant and strategy advisor across the public and private sectors, including at Beneva. He holds a Bachelor's degree in Mechanical Engineering from McGill University.
As the father of three kids who are growing up surrounded by AI, 3D printers, and connected devices, Étienne has a very personal stake in Québec and Canada's technological future — and a built-in focus group at the dinner table!
