Rumon Carter is a senior public-sector innovator with over 20 years’ experience working at the intersection of public interest, policy reform, digital transformation, and effective service delivery in British Columbia.

 Trained as a wildlife biologist and public lawyer, he has co-led and contributed to multiple waves of government reform - leading change programs for B.C.’s early digital and open government initiatives in the 2000s; co-founding and scaling in the 2010s the Province’s cross-sector innovation platform that reshaped how the BC Government procures, builds, and delivers digital services; to being at the center of the Province’s COVID-19 response efforts.

For the past nearly 5 years he has led service transformation at BC Parks, coming full circle in his career, seeking to apply all he has learned to the public programs closest to his heart, tackling some of the province’s most complex policy, financial, and delivery challenges.
