Jillian Carruthers is a senior technology and cybersecurity executive with over 15 years of experience transforming public-sector services. She leads British Columbia’s vision for a modern, resilient, and secure digital government, driving strategic technology direction and championing cybersecurity excellence across the province.

A former Chief Information Security Officer, Jillian has strengthened provincial cyber defenses, advanced digital trust initiatives, and supported secure digital service delivery. She is known for building high-performing teams, fostering strong partnerships, and leading people-centred innovation.

Jillian also mentors emerging leaders and is an active advocate for women in technology and cybersecurity.
